Why are all the lawns turning brown?

The Alameda County Water District has said we can water our lawns as long as we do it just twice a week and not let the water flow down the storm drains.  Many have just stopped watering, laid off their gardeners and are just waiting for someone to light their dry grass on fire.

  We have only been asked to cut back 20% and not waste water, not that we have no water.  Alameda county Water district is able to buy water at a higher price and pump from wells they own and de-salinate water in their newark Plant but it just costs more to do so.  They will be asking for a surcharge from everyone but will give prefered treatment to commercial and industrial properties while laying heavy fees on homeowners if they get their way on July 17th 2014.

  If they feel that commercial and industrial properties need only pay 46 cents surcharge for every748 gallons of water they use, then why not all users of water pay the same 46 cents and not the $1.48 surcharge they want homeowners to pay?  They also have a $2.00 penalty surcharge for heavy user homeowners but they have no restrictions on commercial properties.

   If we realy have a water shortage, durring this drought, then everybody should do their part to conserve and to pay the surcharge but don't let your lawns and gargens die and make all those gardeners starve then have to pay hundres of dollars to re-sod later.
